From an insurer's perspective, allowing motorcycles to use the HOV lanes seems like a good idea. After all, it's far safer to be riding in the inside lane. And the whole concept of HOV (high occupancy vehicle) lanes is to maximize use of vehicles and reduce fuel consumption and traffic congestion. Makes sense?
